Can anyone please tell me what is the meaning of the small flag which appears beside some names in the census?

Ruth,

The flag in the line number column means that, located below the transcription, there is note referring to that line:
either a line note, a surname note, and/or a correction note.

While the @ in the line number column means that located below the transcription, there is a Researcher contact information referring to that household.
