Could you please tell me how the enumerators and how the transcribers handle double-barrelled surnames, e.g. Hamilton-Peck

The transcription should reflect what the enumerator wrote as the surname.
If the enumerator did not use a dash to unite both surnames, the second part of the surname could have been transcribe as the first part of the given name.

As to how each enumerators handled double surnames, it can only be determined by examining them case by case.
I must admit that I do not recall encountering any double English surname.
I know that in French, I encountered a fair amount of double surname united with the word "dit".

I did a surname search for "Hamilton-Peck" in both the 1901 and 1911 census and no entries were found.
