I don't think there is a page missing. When referring to the census page original images, the numbers are sequential. When transcribing the objective is to try to present a unique household number and for this column only, transcribing the original number is secondary.
Your g-grandfather is the last line on page 15 and last entry in household 167 (in the original image) and the next page is page 16 and starts with household 168. I not that the transcriber changes between the pages hence the discontinuity in household numbering.
As your g-grandfather is lodging and is listed as single (perhaps incorrectly) it is quite possible that his family is elsewhere and he is away pursuing his employment.
