Perhaps I'm not understanding your concern but I am not seeing mismatches between LAC and AG on district and sub-district descriptions. The AG 1911 descriptions are taken from LAC as listed here:

I have linked Abner to his 1901 census listing and put a surname note for 'Boss' in 1911 to make them easier to find for other index users.
William Bacon was mis-transcribed in AG as 'Bacow' making him and his family harder to find but I have added a proofreader's correction which another volunteer will eventually review. I have also linked to the family's 1901 listings.

You mention the LAC item numbers and this may be part of the confusion. These are arbitrary, sequential numbers assigned by LAC (not part of the original paper census) and are not used by AG for searches. AG is an index by surname with correction notes and surname notes to aide searchers when the surname is written differently that it should be.
