In at least BC and NS District and Sub District names are considerably different. I suspect this is true for most of Canada. It appears that once the original census was submitted Stats Canada revised the names and descriptions wit a totally new set of descriptions. The descriptions utilized by AG are NOT in agreement with official records.
One examples: in BC if I ask Archives Canada if i ask for Abner BASS (s/b Boss) and click on his number 799233 then do the same in AG there are different descriptions.
Likewise in NS if I use William BACON in NS number 2036555 and try to use those numbers in AG it becomes a CHORE. The changes in nomenclature are on the very top of the original page and are barely visible unless one looks carefully for them, what remains is barely visible.

Perhaps I'm not understanding your concern but I am not seeing mismatches between LAC and AG on district and sub-district descriptions. The AG 1911 descriptions are taken from LAC as listed here: https://www.bac-lac.gc.ca/eng/census/19 ... ricts.aspx

In the case of Abner Bass, a LAC search says he is in 'District Name: Kootenay, Sub-District Name: Fernie' and this matches where I find him in AG: http://automatedgenealogy.com/census11/ ... ghlight=38

The more detailed sub-district description on AG (but originally taken from LAC) is 'Enumeration district description: Elks to Gateway, Elks to Wardner, Village of Elks, Hanbury' If we look at the digitized image it indeed says 'Elks to Wardner'.

I have linked Abner to his 1901 census listing and put a surname note for 'Boss' in 1911 to make them easier to find for other index users.

William Bacon was mis-transcribed in AG as 'Bacow' making him and his family harder to find but I have added a proofreader's correction which another volunteer will eventually review. I have also linked to the family's 1901 listings.

Again in Cumberland Co., the district and sub-district descriptions match between LAC and AG, as follows: 'Cumberland, 20: Nappan poll district no. 6, Enumeration district description: Fenwick, Salem, Upper Nappan, Brookdale, Nappan Station, Maccan, Chignecto Mines'

You mention the LAC item numbers and this may be part of the confusion. These are arbitrary, sequential numbers assigned by LAC (not part of the original paper census) and are not used by AG for searches. AG is an index by surname with correction notes and surname notes to aide searchers when the surname is written differently that it should be.
